The Basic Policies to Promote “Design City Kobe”
“Design City KOBE” is a city where all citizens making the best use of the city’s advantages, together create new attractions with designs through “collaboration and participation” with the aim of building a community of continued residence, a community to be visited, and a community of sustainable development.
Design has a broader meaning that includes not only visible shapes and colors, but also planning and mechanisms for creating a design, as well as intentions and ideas that will be the basis of the design. Excellent designs are capable of attracting and leading people.
We are in an age where each person has different and diverse views in daily life with abundant goods and services. New perspectives are required that can mentally and materially satisfy each citizen who has values reflecting his/her personality.
We will therefore determine medium- and long-term policies for creating new attractions and vitality, and for enriching daily lives by reconsidering the “Things Unique to Kobe” from design points of view.

Five Design Perspective and 3 Basic Politics
To realize “Design City KOBE”, with five design points of view, such as
- designs to enrich lifestyles
- designs to use the City’s uniqueness and attractions
- designs to revitalize the economy
- designs to enhance creativity, and
- designs to develop people’s spirits, to be handed down to the next generation,
We will link people, things and the City, and reconsider and enhance the “Things Unique to Kobe.” Making this the Basic Philosophy, we will make efforts under the following 3 basic policies:
Community Designs
Creating attractive scenery based on local features, we will build a community full of vitality and amusement where residents can feel safe and comfortable.
Daily Life Designs
We will build a community whose residents value diverse lifestyles, feel attachment to the region, and lead active lives by finding excellent designs that develop their creativity.
Manufacturing Designs
We will build a community of lively industry where new markets will be created through support for manufacturing high value-added products of excellent design.
Aiming to be “Design City KOBE”
To realize “Design City KOBE”, each of us needs to understand the Basic Philosophy and continue our efforts from a medium- to long-term perspective, based on the aims of this policy.
We will create “leading areas” with multiple pioneering approaches in areas symbolizing the “Things Unique to Kobe,” in order to effectively make these efforts.
Among the wonderful resources in which diverse cultures live harmoniously with each other, we will review the “Things Unique to Kobe” from design points of view, using citizens’ wisdom and the intellectual properties of universities and enterprises. This is aimed at truly being “Design City KOBE”, and thus attracting attention from Asia and around the world by creating new attractions unique to Kobe through residents’ cooperation and participation.
